volume panel: action and automatically expanded

possibility to have 'show volume panel' as an action to assign to hw buttons (like show power menu etc) to avoid the need of pressing the hw buttons and possibility to choose to have volume panel automatically expanded to avoid the need of clicking the arrow to expand it manually
